Supporting Statewide LMR Systems for Reliable Communication

Background 

Softworld partnered with a major provider of mission-critical communication systems to support their
Land Mobile Radio (LMR) projects, which enhance communication for public safety, law enforcement,
and government agencies. These LMR systems serve as the backbone for emergency response
communications across diverse regions, including both urban and remote rural areas. Two prominent
examples of these projects are Florida’s Statewide Law Enforcement Radio System (SLERS) and
Wisconsin’s Wisconsin Interoperable System for Communications (WISCOM).
 

The Challenge

The key challenge for these projects was ensuring seamless communication across wide geographic areas, overcoming radio frequency congestion, and supporting thousands of devices used by first responders. SLERS needed to cover over 60,000 square miles, including 25 miles offshore, with 98% mobile coverage, while supporting more than 20,500 radios for law enforcement and state entities. WISCOM, on the other hand, required 95% statewide mobile coverage, supporting over 44,000 radios and enabling interoperability between local, county, tribal, state, and federal agencies.

The Solution

Our team played an essential role in the design, installation, and ongoing support of these systems. For SLERS, we ensured seamless integration of 200 microwave sites, RF multi-sites, and simulcast sites,
which provided unified communications across a range of devices, including patrol cars, boats, motorcycles, and aircraft. We supported upgrades and maintenance to alleviate radio frequency congestion and improve system performance. For WISCOM, we ensured the system's 140 sites across Wisconsin provided consistent, mission-critical coverage. We provided system installation, troubleshooting, and ongoing technical assistance to ensure
the network remained fully functional for public safety agencies. Our engineers and technicians conducted regular system tests and offered training for local agencies, ensuring effective use of the system.

The Results

SLERS (Florida): Provided 98% mobile coverage across 60,000 square miles, supporting over 20,500 radios. Our efforts improved communication between state law enforcement agencies and local public safety organizations, enabling coordinated responses during hurricanes, natural disasters, and large-scale events. The system's enhanced reliability significantly reduced downtime and radio frequency congestion, ensuring consistent, clear communication in critical situations.

WISCOM (Wisconsin): Maintained 95% mobile coverage statewide, supporting over 44,000 radios across local, county, tribal, and federal agencies. The system's interoperability ensured that first responders could communicate effectively across agencies during major incidents, including natural disasters and statewide emergencies. Our continued support provided peace of mind to public safety agencies, helping them respond quickly and confidently, knowing that their communication infrastructure was secure and operational.

By maintaining and supporting these systems, Softworld helped ensure that first responders and public safety agencies had access to reliable, secure, and interoperable communication networks, enabling them to protect communities and respond effectively during critical moments.
